Market updates:

Connecticut Family Stability Project Launches A new program designed to promote family stability and reduce parental substance use will help 500 families with young children who are in need of services over the course of four-and-a-half years.

US Department of Education PFS Awards Announced Social Finance, Jobs for the Future, and American Institutes for Research were selected to scale career and technical education programs, as well as dual language programs for early learners. 

DC Water Issues Environmental Impact Bond The DC Water and Sewer Authority issued the nation’s first EIB; a $25mm bond that will be used to construct green infrastructure that reduces storm water runoff and improves water quality.

Social Innovation Fund Administrative Data Pilot Awards Announced The three administrative data pilot awards are designed to assist PFS projects access the high-quality data that is needed to quantify an intervention’s impact in such projects.

Michigan PFS Pilot Program Launches Spectrum Health’s Strong Beginnings program, aimed at improving health and early childhood development outcomes for high-risk mothers and their babies, will be expanded to serve 1,700 families.

Social Finance Publishes Guide to Building Nonprofit Capacity Working with the Kellogg Foundation and four of their grantees, Social Finance explored how nonprofits can prepare themselves for the next generation of government funding.

Third Sector Surveys Service Providers on Government Contracting Third Sector, with Guide Star and America Forward, surveyed 400+ service providers to assess their attitudes and awareness of new trends in government contracting.

CSH Outlines Key Components of the PFS Feasibility Process Corporation for Supportive Housing provides an overview of the key components of the PFS feasibility process with the release of the first tool in their PFS toolkit.

Institute for Child Success Releases PFS Feasibility Studies ICS released studies on whether two states, CT and WA, and two local governments, Spartanburg, SC and Sonoma, CA, could use PFS for early childhood programs.

Urban Institute Publishes Brief on Evaluation Designs in PFS Projects The brief provides a basic overview of evaluation designs and presents the key questions PFS planners should address as they engage in the evaluation design process.

Vera Releases Report on NYC ABLE Project for Incarcerated Youth Based on the findings of Vera’s evaluation, the Adolescent Behavioral Learning Experience program at Rikers Island jail, the first PFS project in the US, was discontinued. 

Urban Institute Outlines How to Manage Risk in PFS Projects The brief is designed to help project partners, particularly governments, understand the available tools to help manage risk, attract investors, and launch PFS projects. 

PFS Early Childhood Education Toolkit Now Available The PFS Early Childhood Education Toolkit provides a roadmap for stakeholders to scale high-quality, evidence-based early childhood education programs in their communities.

Sorenson Releases RFP for SIF Transaction Structuring Program The Sorenson Impact Center and Social Finance will be selecting up to five governments and nonprofits to receive support and educational services valued at up to $520,000.

LISC Launches Pay for Success Transaction Structuring Competition Local Initiatives Support Corporation will award between $300,000 and $635,000 in services to support transaction structuring activities of PFS projects in the US.

NFF RFP for PFS Transaction Structuring Moves to Rolling Deadline Nonprofit Finance Fund is accepting applications until Feb. 1 from those requesting $75,000 to $250,000 in grant awards for transaction structuring support to launch PFS projects. 

Arkansas Announces RFQ for Reducing Prison Population Arkansas Community Corrections is seeking proposals for three roles – service provider, intermediary, and project manager – to establish a PFS project aimed at reducing the prison population.

 LJAF Announces RFP for Opioid Use Treatment Evaluation The Laura and John Arnold Foundation is seeking proposals from organizations with ideas for evaluating addiction treatment programs and strategies for people with opioid use disorder.
